How to Apply for a Two-Wheeler Driving License in Delhi?

Types of driving licence

These are the two types of licence if you wish to apply for a 2-wheeler driving licence:

Learner’s licence (LL)

A provisional license issued by the Regional Transport Office (RTO) that allows you to learn and practice driving. It is valid for six months and helps you get familiar with traffic rules and signs, and prepare for the permanent driving licence test.

Permanent licence

After passing a driving test, a standard license is issued to private vehicle owners. It shows that the RTO is satisfied with your driving skills and allows you to drive specific types of vehicles.

Step-by-step Application Process

Individuals can either apply for a two-wheeler license digitally (online) or by visiting the nearest RTO office (offline). The steps for both processes are mentioned below:

Online Application Process

For learner’s licence:
  1. Visit the official website of RTO and locate the driving licence-related services to apply for a new driving licence.
  2. You will be redirected to the Sarathi portal. Select Delhi as your state and click on Apply for learner’s licence.
  3. To book a slot, you must first fill out the application form, submit the required documents, and pay the fees.
  4. Take the driving test, and you will receive the learner’s licence.
For permanent licence:
  1. Visit the Sarathi platform and locate the apply for DL option.
  2. Submit the DL application using the holding learner’s licence option.
  3. Choose a slot to take a driving test at RTO.
  4. Pay the fees and download the confirmation slip.
  5. Visit the RTO office on the scheduled date to take the test.
An expert from the RTO office monitors you while driving and assesses your skills and attention. If satisfied with your performance, the officials will send the driving licence via post. Otherwise, you can take the test again to pass and obtain a driving licence.

Offline Application Process

For learner’s licence:
  1. To apply for a driving licence offline, you must fill out Form 2. It is available at your nearest RTO office or download it via the Parivahan website to obtain the learner’s licence.
  2. Gather the required documents and visit the RTO office to book a slot for the test.
  3. Ensure you carry your application ID with you on the test day.
  4. The officials will immediately grant you the LL upon clearing the test.
For permanent licence:
  1. You can pick a slot after a month via the Sarathi platform.
  2. Pay the fees required and collect the receipt.
  3. Take the test as per the scheduled date and time.
After the test, the officials will assess your driving skills, and your driving licence will be sent via post to your registered address.

Documents Required for Driving License in Delhi

These are the documents required to apply for a two-wheeler licence:
  1. Duly filled Form 2.
  2. Residence proof like Aadhaar card, Passport, Utility bill, etc.
  3. Identity proof (age proof) like PAN card, Aadhaar card, Passport, etc.
  4. A copy of the learner’s licence.
  5. Passport-size photographs.
  6. Physical fitness certificate.
  7. Receipts of the payments.

Eligibility Criteria for Driving License

Here is the eligibility criteria to obtain a DL:
  1. Applicant must be at least 18 years old and above.
  2. The learner’s licence must not be older than 6 months from the date of issuance.
  3. Applicants must apply for a 30 days after receiving the learner’s licence.
